With regards to drag racing, the burn out is perforformed prior to the car staging, where the driver spins the drive tires to a speed where a little tire smoke occurs. The purpose is to heat up the tires to make them a little more stickier, for less tire spin on the launch. It also helps clear off any debris picked up while driving to the lanes.
