As it applies to drag racing, 60' refers to 60 feet down track. This measurement in seconds is referred to as the "Short Time" and gives the racer a good indication of the traction his car has on the drag strip. A slower than normal short time can give the racer information like his slicks are wearing out, his shock absorber settings may be off, or that the track is greasy.
