It is the adapter between the engine's crank shaft and the transmission's torque convertor, connecting the engine to the transmission of an automatic transmission car.
The flex plate is first bolted onto the engines crankshaft in the inside circumference of the flexpate, then the torque converter is bolted to the outside circumference.
The flexplate has to be SFI approved in race applications for safety reasoned
